    Job Description

    The Central Bank of Kenya (CBK) is an independent public institution established under Article 231 of the Constitution of Kenya (2010). CBK is mandated to formulate and implement monetary policy, issue currency, and promote financial stability through effective regulation, supervision, and internal governance in accordance with the CBK Act and other applicable laws.

    The Officer, Purchase Orders and Disposal (Business Analyst I) is responsible for preparing and issuing Purchase Orders (POs) to suppliers based on approved requisitions, in line with the authorized approval matrix and the Public Procurement and Asset Disposal Act (PPADA). The role also ensures accurate processing of payment documentation and timely submission to Finance to support efficient procurement and disbursement processes within the financial year.

    Key Responsibilities

    1. Prepare and generate Local Purchase Orders (LPOs) upon receipt of duly approved procurement requisitions.
    2. Dispatch LPOs to suppliers and maintain accurate records of issued POs.
    3. Receive, review, and authenticate approved purchase requisitions from user departments for processing.
    4. Monitor issued POs and initiate cancellation of non-performing or expired POs within the financial year.
    5. Submit approved procurement documentation to the registry for proper filing, archiving, and safe custody.
    6. Communicate regularly with user departments on the status and progress of requisitioned items.
    7. Coordinate delivery schedules and liaise with user departments and Inspection & Acceptance Committees (IAC) to ensure timely receipt of goods and services.
    8. Follow up with suppliers to expedite deliveries and minimize supply chain delays that may negatively impact departmental operations.
    9. Receive, verify, and process Goods Received Notes (GRNs) upon confirmation of delivery notes and inspection reports, and forward approved GRNs to Finance for payment processing.
    10. Process supplier invoices for contract-based payments in accordance with executed contract terms.
    11. Receive, verify, and process utility bills, including electricity, water, telephone, and internet services.
    12. Reconcile paid bills and supplier invoices to maintain accurate supplier account records.
    13. Prepare and submit monthly payment management and expenditure reports.
    14. Support preparation, implementation, and monitoring of the Department’s Annual Procurement Plan.
    15. Participate in Procurement Statutory Committees as required.
    16. Contribute to training and professional development initiatives within the financial year.
    17. Participate in performance planning, including setting individual performance targets in consultation with the line manager.
    18. Prepare ad hoc and periodic procurement and payment reports and submit them within stipulated timelines.
    19. Ensure strict adherence to CBK policies, PPADA requirements, financial regulations, and other applicable legislation.
    20. Perform any other duties as assigned by management.

    Required Qualifications

    Academic & Professional Qualifications:

    1. Bachelor’s degree in Purchasing and Supplies Management, Business Administration, or a related field from a recognized institution.
    2. Full membership of the Kenya Institute of Supply Chain Management (KISM).

    Work Experience:

    1. At least three (3) years’ post-qualification experience in supply chain management, procurement, or related roles.
