    Job Description

    The Government Delivery Unit (GDU) is a strategic office within the Executive Office of the President, mandated to monitor, track, and ensure the timely and effective implementation of National Government priorities, flagship projects, programmes, and Presidential Directives. The Unit plays a central role in strengthening service delivery, accountability, and results-based governance across government institutions.

    The Secretary, Government Delivery Unit is a senior leadership position responsible for driving execution, coordination, and performance monitoring of key government programmes. The role reports to the Deputy Chief of Staff – Delivery and Government Efficiency and provides strategic oversight to ensure national priorities translate into measurable outcomes.

    Key Responsibilities

    1. Liaising with government agencies to ensure effective implementation of National Government priorities, projects, and programmes
    2. Coordinating stakeholder engagement across government, private sector, and civil society
    3. Ensuring comprehensive risk assessment of National Government projects and programmes
    4. Tracking, monitoring, and reporting on the implementation of flagship projects, programmes, and Presidential Directives
    5. Facilitating the design, review, and alignment of strategies and plans under the National Government Development Agenda
    6. Promoting replication of best practices in project and programme implementation
    7. Overseeing preparation of progress and performance reports
    8. Strengthening inter-sectoral collaboration to support socio-economic development objectives
    9. Ensuring maintenance and continuous improvement of delivery information management systems
    10. Facilitating research on emerging issues, innovations, and best practices in public service delivery
    11. Communicating progress and achievements of government programmes to the public in liaison with stakeholders
    12. Overseeing development and execution of work plans, budgets, performance contracts, and staff appraisals
    13. Ensuring compliance with principles of good governance, transparency, accountability, ethics, and integrity
    14. Overseeing financial and asset management of the Government Delivery Unit

    Required Qualifications

    1. Experience: Minimum of 18 years’ experience, with at least 3 years at the level of Director (CSG 5) or equivalent in the wider public service
    2. Academic Qualifications: Master’s Degree in Economics, Public Policy, Public Administration, Business Administration, Social Services, or a related field from a university recognized in Kenya. Bachelor’s Degree in Arts, Economics, Public Policy, Public Administration, Business Administration, Social Services, or a related field from a recognized university.
    3. Professional Certification: Certificate in Strategic Leadership Development Programme from a recognized institution
    4. Competence: Demonstrated managerial, administrative, and professional competence; Strong understanding of national goals, priorities, policies, and development objectives
    5. Personal Attributes: High integrity and accountability, Strategic thinking, resilience, and adaptability, Strong results orientation, Ability to collaborate, influence, and build partnerships, Empathy and emotional intelligence, Innovation and problem-solving capability
