    Job Description

    ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle.

    The GIS Officer will be involved in GIS activities, database/data management, technical support, research design, research implementation, external engagement, output production, and data confidentiality and protection within the REACH initiative.

    Key Responsibilities

    1. Identify map information needs and sources, ensuring accurate linkages between spatial databases and assessment data.
    2. Ensure produced maps meet the requirements of REACH and concerned partners.
    3. Conceptualize methodologies for collecting data in the field and organize/supervise GIS field missions.
    4. Monitor accuracy of collected data, cross-check, and solve eventual discrepancies.
    5. Implement GIS components in approved projects and develop map templates.
    6. Contribute to the strategic and programmatic development of the country team.
    7. Develop internal training for assessment and ACTED staff on data management, GIS, and mapping.
    8. Manage the maintenance of database(s) for consolidation of assessment-related and GIS data.
    9. Ensure capitalization of tools and procedures related to mapping and databases.
    10. Support the assessment team in the collection and management of spatial datasets, verification, and update of collected data.
    11. Contribute towards the identification and implementation of effective technical solutions and partnerships.
    12. Provide technical backstopping of database to GIS/DB team and capacity-building on database maintenance and advanced GIS techniques.
    13. Support the collection of spatial datasets and integration with REACH activities.
    14. Contribute to drafting and implementation of a high-level GIS and Data management strategy.
    15. Support the design of AGORA, including mapping and analyzing secondary data.
    16. Contribute to drafting assessment ToRs with a specific focus on analysis plan, mapping, and data management.
    17. Support the development of qualitative and quantitative data collection tools, ensuring GIS requirements are met.
    18. Support construction of quantitative sample and qualitative checks.
    19. Support implementation of data collection regarding tool design and testing, and training of enumerators.
    20. Oversee data collection, including data quality checks, cleaning, spatial verification, and validation.
    21. Ensure collected data is properly geo-referenced for map production.
    22. Promote active use of datasets and research findings by partners and the broader humanitarian community.
    23. Present research findings to relevant third parties after validation.
    24. Ensure all partner engagement and external relations are documented and communicated.
    25. Produce and/or oversee the production of Data/GIS products (datasets, dashboards, maps) complying with IMPACT’s guidelines.
    26. Ensure all Data/GIS products are validated by IMPACT HQ before external release.
    27. Support regular maintenance and update of web GIS products and liaise with IMPACT HQ on UNOSAT services and satellite imagery.
    28. Maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and SOPs.
    29. Actively take measures to prevent unauthorized sharing of any information and data.

    Required Qualifications

    1. Master degree in a relevant discipline (Geography, Geomatics, Computer Science, Computer Engineering, Information Management Systems, Statistics, Mathematics, etc.). Or, Bachelor’s degree in GIS or related discipline with additional relevant work experience.
    2. 3 years of experience in GIS/Database/Remote sensing, preferably in a humanitarian context.
    3. Excellent analytical skills.
    4. Proficient knowledge of QGIS/ArcGIS.
    5. Experience with cleaning and analysing large datasets required.
    6. Strong skills in Excel required.
    7. Good understanding of various sampling frameworks.
    8. Experience with or willingness to learn R software.
    9. Ability to operate in a cross-cultural environment requiring flexibility.
    10. Ability to work independently.
    11. Written and spoken fluency in English required.
    12. Experience with or willingness to learn: ArcGIS Online environment, FME, Google Earth Engine, OpenStreet Map, R, and/or Tableau.
    13. Experience with or willingness to learn: Kobo, ODK or similar mobile data collection tools.
