    About the Role (plain truth, quickly)

    World Vision East Africa is hiring a Regional Supply Chain Management (SCM) Specialist to be the technical heart of SCM across the region. You’ll be the trusted advisor to Field Offices (FOs) and the Regional SCM Director, lifting SCM performance through strategy, capacity development, systems adoption (ProVision / Coupa-like tools), and practical risk controls. If you can design regional sourcing strategies, manage multi-country procurements in fragile contexts, and coach country teams to perform under pressure — this job is for you.

    Core responsibilities (what you’ll actually do)

    Strategic Leadership & Oversight (10%)

    • Support the Regional SCM Director on strategy, business planning and regional SCM performance updates.
    • Act as regional technical lead on procurement policy contextualisation and implementation.
    • Bring market intelligence — country-level supplier landscapes, regulatory frameworks, and risk signals — into regional planning.

    Capacity Development (15%)

    • Assess FO SCM capacity gaps and design targeted capacity-building plans.
    • Deliver or coordinate practical trainings and on-the-job coaching (procurement, contracting, inventory, ProVision).
    • Coach FO SCM leads, contribute to performance discussions, and strengthen local talent pipelines.

    Strategic Sourcing & Contract Management (20%)

    • Design and execute annual regional sourcing plans; lead multi-country sourcing and contractor selection.
    • Negotiate and manage regional contracts (suppliers, consultants, construction) to leverage value and mitigate risk.
    • Drive supplier relationship management, consolidate buying where it adds value, and implement cost containment measures.

    Stewardship, Process Improvement & Innovation (20%)

    • Review and improve SCM processes, tools, and dashboards (Power BI/Excel).
    • Lead pilots and system rollouts (Source-to-Pay/ProVision) and ensure lessons scale to FOs.
    • Drive continuous improvement projects targeting efficiency gains and quality of procurement documentation.

    QA, Compliance & Risk Management (15%)

    • Work with Legal and Audit to ensure contracting practices are robust and compliant with donor and local laws.
    • Build risk registers, oversee mitigation plans, and escalate breaches or fraud.
    • Support audits and implement post-audit improvements.

    Strategic Partnerships & Representation (15%)

    • Build strong internal networks (FOs, Global Center, Shared Services) and external links (NGOs, supplier networks).
    • Represent the region in global/regional SCM forums and influence global policies with FO feedback.
    • Maintain relationships that facilitate smoother logistics in emergencies.

    General / Faith-aligned Duties (5%)

    • Participate in team devotions and activities aligned with World Vision’s identity and values.

    Required Qualifications

    What we’re looking for — must-haves

    • Education: Master’s (preferred) in Supply Chain, Procurement, Business, Engineering or equivalent. CIPS Level 6 is a strong advantage.
    • Experience: Minimum 8 years progressive SCM experience (NGO or corporate), including 5 years hands-on procurement/contracting and 5 years in technical leadership/people management.
    • Systems: Proven experience with cloud-based Source-to-Pay systems (Coupa, ProVision, Ariba) and dashboarding (Excel / Power BI).
    • Context: Demonstrated track record managing procurement in emergency or fragile contexts and multi-country operations.
    • Travel & Language: Ability to travel ~30% across Field Offices; fluent English.
    • Soft skills: Strong analytical, negotiation, stakeholder management, cross-cultural and coaching skills. Integrity non-negotiable.
