    Job Description

    The County Public Service Board wishes to recruit competent and qualified persons on permanent and pensionable terms to fill the position of Principal Legal Counsel in the Office of the County Attorney.

    Key Responsibilities

    • Implementing strategic plans and objectives in respect to the legal function.
    • Ensuring compliance with the policy, legal requirements and provisions in all the undertakings of the County.
    • Undertaking research on specific legal areas.
    • Safeguarding the interests of the county in all legal matters.
    • Identifying issues and areas for legal policy formulation and review.
    • Identifying legal risks, and developing mitigation measures.
    • Negotiating disputes with a view to settling them out of court.
    • Drafting legal opinions and reports on various issues affecting the County.
    • Undertaking legal audits to measure the County's level of compliance with various legal requirements.
    • Drafting, vetting, reviewing, leases, agreements and memorandums of understanding; preparing progress reports on court cases; handling pre-litigation legal disputes and inquiries.
    • Monitoring and reporting non-compliance issues.
    • Reviewing ongoing cases and advising management accordingly.
    • Giving legal advice, appear before any court, Tribunal and or commission conducting litigation for and/or against the County Government and its Department, Conducting advocate – client interviews.
    • Drafting court pleadings; Drafting and reviewing of Contracts, Revision of Laws, drafting legislative documents to wit Bills, Regulations, Policies, By-laws and adhering to instructions given by supervisors.

    Required Qualifications

    • Served in the grade of Senior Legal Counsel for a minimum period of three (3) years
    • Bachelor of Laws degree or equivalent qualification from a recognized institution
    • Post Graduate Diploma in Law from the Kenya School of Law
    • Been admitted as an Advocate of the High Court of Kenya
    • Current practicing Certificate
    • Certificate in computer application skills
    • Compliance with Chapter Six of the Constitution, 2010
    • Demonstrated professional competence and merit as reflected in work performance and results.
