About the Role
The United Nations Environment Programme (UNEP), through its Sustainable Mobility Unit (SMU), is seeking a qualified consultant to integrate gender, equity, and intersectionality into sustainable mobility initiatives under the ACCESS project (Accelerating Access to Low Carbon Urban Mobility Solutions through Digitalization). This is a flagship initiative supported by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment. The consultant will work remotely, collaborating closely with consortium partners across Argentina, Brazil, Colombia, Ecuador, Mexico, and Peru, with Nairobi as the primary duty station.
The role is ideal for professionals with strong technical knowledge in sustainable mobility and practical experience in gender and equity mainstreaming, capacity development, and monitoring and evaluation. Candidates should also bring strong familiarity with intersectional approaches and “leave no one behind” principles in urban transport and digitalisation contexts.
Key Deliverables and Activities
1. Develop Gender Action Plans (GAP) and Monitoring, Evaluation and Learning (MEL) frameworks
* Design a comprehensive GAP and MEL framework for the ACCESS project, integrating gender and equity objectives into project activities.
* Develop GAPs for each of the six focus countries (Argentina, Brazil, Colombia, Ecuador, Mexico, and Peru).
* Produce all GAP documents in Spanish and English (Brazil GAP in English, translated into Portuguese by consortium teams).
* Conduct policy mapping, baseline assessments, and create actionable recommendations to ensure gender-responsive outcomes.
* Facilitate stakeholder consultations to validate GAPs through a co-creation model involving UNEP, consortium partners, and local stakeholders.
2. Create Knowledge Products and Deliver Capacity Building
* Develop a knowledge product that highlights intersections of gender, transport, and digitalisation, using real project case studies.
* Design and deliver capacity-building activities in Spanish and English, including webinars, workshops, training materials, and technical guidance.
* Ensure all materials adopt an intersectional lens that reflects diverse identities, vulnerabilities, and socio-economic realities.
* Lead the full knowledge product cycle: scoping, evidence gathering, analysis, validation, and dissemination.
3. Provide Technical Expertise to Mainstream Gender, Equity, and Intersectionality
* Offer technical guidance to integrate gender and equity across four ACCESS project output areas.
* Peer review reports, toolkits, guidelines, and pilot documentation to ensure equity integration.
* Identify project synergies, replication opportunities, and contribute to updates of the project’s MEL framework.
* Actively participate in ACCESS forums including working groups, steering committees, and communities of practice.
