    Job Description

Sustainable Mobility, Gender, and Equity Specialist (Consultant)

Organization: United Nations Environment Programme (UNEP)

Location: Home-based (with work focused in Latin America)

    Category: Consultancy (CON)

    Duty Station: Nairobi (HQ)

    Posting Date: 16 October 2025

    Application Deadline: 29 October 2025

    Contract Duration: 10 Months

    About the Role

The United Nations Environment Programme (UNEP), through its Sustainable Mobility Unit (SMU), is seeking a qualified consultant to integrate gender, equity, and intersectionality into sustainable mobility initiatives under the ACCESS project (Accelerating Access to Low Carbon Urban Mobility Solutions through Digitalization). This is a flagship initiative supported by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment. The consultant will work remotely, collaborating closely with consortium partners across Argentina, Brazil, Colombia, Ecuador, Mexico, and Peru, with Nairobi as the primary duty station.

The role is ideal for professionals with strong technical knowledge in sustainable mobility and practical experience in gender and equity mainstreaming, capacity development, and monitoring and evaluation. Candidates should also bring strong familiarity with intersectional approaches and “leave no one behind” principles in urban transport and digitalisation contexts.

    Key Deliverables and Activities

    1. Develop Gender Action Plans (GAP) and Monitoring, Evaluation and Learning (MEL) frameworks

    * Design a comprehensive GAP and MEL framework for the ACCESS project, integrating gender and equity objectives into project activities.

    * Develop GAPs for each of the six focus countries (Argentina, Brazil, Colombia, Ecuador, Mexico, and Peru).

    * Produce all GAP documents in Spanish and English (Brazil GAP in English, translated into Portuguese by consortium teams).

    * Conduct policy mapping, baseline assessments, and create actionable recommendations to ensure gender-responsive outcomes.

    * Facilitate stakeholder consultations to validate GAPs through a co-creation model involving UNEP, consortium partners, and local stakeholders.

    2. Create Knowledge Products and Deliver Capacity Building

    * Develop a knowledge product that highlights intersections of gender, transport, and digitalisation, using real project case studies.

    * Design and deliver capacity-building activities in Spanish and English, including webinars, workshops, training materials, and technical guidance.

    * Ensure all materials adopt an intersectional lens that reflects diverse identities, vulnerabilities, and socio-economic realities.

    * Lead the full knowledge product cycle: scoping, evidence gathering, analysis, validation, and dissemination.

    3. Provide Technical Expertise to Mainstream Gender, Equity, and Intersectionality

    * Offer technical guidance to integrate gender and equity across four ACCESS project output areas.

    * Peer review reports, toolkits, guidelines, and pilot documentation to ensure equity integration.

    * Identify project synergies, replication opportunities, and contribute to updates of the project’s MEL framework.

    * Actively participate in ACCESS forums including working groups, steering committees, and communities of practice.

    Required Qualifications

    Qualifications and Experience

    * Advanced degree (Master’s or equivalent) in gender studies, equity, sustainable transport, urban planning, digitalisation, or related fields. A Bachelor’s degree plus two additional years of relevant experience may be accepted in lieu.

    * Minimum 2 years of experience working in sustainable transport with clear gender and equity focus.

    * Proven track record in developing knowledge products, designing and delivering capacity building, and conducting monitoring and evaluation.

    * Experience working in Latin America (must be based in Brazil, Mexico, Colombia, Argentina, Ecuador, Peru, or Panama).

    * Demonstrated experience working with international organizations, governments, NGOs, academia, and multi-stakeholder consultations.

    * Experience with transport digitalisation and working within consortium-based projects is desirable.

    * Excellent written and verbal communication in English and Spanish; Portuguese is desirable.

    Languages

Fluency in English and Spanish is required. Knowledge of Portuguese is an added advantage.

    Contract Type and Duration

This is a home-based consultancy contract for 10 months. The consultant will work remotely but closely with Nairobi HQ and Latin American country teams.

    Remuneration

UN consultancy fees are determined by the level of experience, qualifications, and UN remuneration scales for consultants. The position does not carry staff benefits.

    8 Application Tips (CareerSasa Voice)

Anchor your CV in measurable results. This role demands strategic thinking and tangible impact. Highlight specific outcomes you've achieved—like “developed gender action plans implemented across 4 national projects” instead of vague responsibilities. UNEP screens for impact, not just activity.

Prioritize clarity and precision in your CV. UN recruiters often scan hundreds of applications. A clear structure with concise bullet points makes it easier to spot your value fast.

Showcase cross-regional experience. This consultancy targets Latin America but is Nairobi-based. Emphasize international or cross-cultural collaboration you've handled before, especially if it involved multilingual coordination.

Build your cover letter around UNEP’s language. Mirror key terms such as “intersectionality,” “gender-responsive planning,” and “sustainable mobility.” According to UN HR data, applications with language aligned to the Terms of Reference are 2.7 times more likely to pass the initial screening.

Evidence capacity-building skills. UNEP places a premium on knowledge dissemination. Include examples of training sessions, workshops, or materials you’ve developed that reached diverse audiences.

Submit early. Global consultancies like this attract hundreds of qualified candidates worldwide. Based on CareerSasa’s analysis of UN recruitment cycles, early applicants within the first 5 days are 3 times more likely to be longlisted.

Translate your experience into the UN context. Even if your background is in NGOs or academia, map your achievements to the UN’s frameworks—policy influence, knowledge products, stakeholder engagement, and SDGs.

Follow instructions exactly. Missing one document or language requirement (e.g., not submitting in Spanish and English) is an automatic disqualifier. More than 40% of rejected consultancy applications to UNEP in 2024 were due to incomplete submissions.

    FAQs

Do I need to be physically based in Nairobi?

No. This is a home-based consultancy, but you must be based in one of the specified Latin American countries for field collaboration and regional context.

    Is this a staff position?

No. This is a consultancy contract and does not include UN staff benefits such as pension or medical insurance.

    What is the expected workload?

The contract is full-time over 10 months, with deliverables scheduled across the project’s phases. Flexibility to work across time zones is expected.

    Can non-Spanish speakers apply?

Fluency in Spanish and English is mandatory. Portuguese is desirable but not required. Applicants lacking Spanish fluency will not be considered.
