    Job Description

The TA Advisor will provide technical leadership and delivery oversight for the programme's emerging Window 3 mechanism, and contribute to quality oversight of specific TA activities across the programme's 7 countries. The role specializes in demographic transition (DT)-focused technical assistance, including developing decision-ready tools, building government capacity, and strengthening institutional ownership of the population agenda. The Advisor will work with FCDO and government counterparts to define TA needs, design scopes of work, and ensure delivery of high-impact support.

    Key Responsibilities

    • Serve as the main point for technical review of FCDO Post requests via Window 3, including applying agreed prioritisation criteria to shortlist and agree TAs with FCDO centrally.
    • Lead the drafting and quality assurance of DT-specific TA terms of reference for Window 3 with FCDO Post colleagues.
    • Oversee end-to-end delivery of Window 3 TAs, ensuring progress against agreed deliverables, timelines, quality standards, and results.
    • Directly deliver technical inputs related to DT, including analysis, facilitation, technical writing, stakeholder engagement, and strategic advisory support.
    • Work with the TA Coordinator to identify, brief, and manage local consultants as needed.
    • Identify risks early, adapting delivery approaches where needed, and escalating issues to the Team Leader or Programme Director.
    • Maintain strong working relationships with FCDO Posts, supporting clear communication on assignment progress, risks, decisions required, and emerging opportunities.
    • Work closely with MEL and knowledge management colleagues to review progress of Window 3 'small bets', capture learning, and inform programme adaptation.
    • Contribute to forecasting, resource planning, and spend monitoring for Window 3 assignments.
    • Provide technical leadership on DT across the programme's 7 countries, acting as the principal technical resource on demographics.
    • Support Country Leads to design DT-focused activities for annual workplans.
    • Work with Country Leads and the MEL Lead to track progress across DT-related TA activities.
    • Provide technical review and strategic guidance on the portfolio of DT-focused 'small bets'.
    • Support the development of tools, guidance, thought leadership, and technical resources on demographic transition.
    • Contribute to external engagement and representation, including donor discussions, workshops, learning events, and reporting.

    Required Qualifications

    • Advanced training in demography/population studies or closely related area; strong preference for candidates with formal demographic training.
    • Significant technical expertise and advisory experience supporting governments on DT, including a proven track record of translating complex demographic data, projections, and concepts into practical policy, planning, budgeting, financing, and systems recommendations.
    • Demonstrated experience supporting government to strengthen its stewardship of the population.
    • Demonstrated experience designing and delivering TA for governments, donors, or multilateral partners, preferably in health, population, demography, human development, or systems strengthening.
    • Proven ability to develop high-quality terms of reference, scopes of work, technical concepts, workplans, and consultant briefs.
    • Strong track record in stakeholder engagement, including working with donors, government counterparts, and technical partners at senior levels.
    • Strong preference for those with priority experience working with FCDO centrally and/or FCDO Posts.
    • Experience successfully managing short-term consultants and multidisciplinary technical teams, including quality assuring consultant deliverables.
    • Strong understanding of SRHR policy and programming highly desired.
    • Excellent analytical, writing, facilitation, and communication skills, including the ability to communicate technical demographic concepts clearly to non-specialist audiences.
    • Ability to manage multiple assignments across countries, work under time pressure, and maintain quality while responding to evolving client needs.

    Demographic Data That Moves Budgets

This role sits where population evidence meets government planning. Hiring managers will look for proof you can turn demographic projections into budget lines and policy decisions, not just slide decks.

    1. Show your demographic toolkit: On your CV, list the specific tools and methods you use—like population projections, demographic dividend analysis, or data visualization. Mention any software (e.g., Spectrum, R, Excel) and give one example of how you translated data into a policy recommendation.

    2. Prove your government advisory experience: Highlight assignments where you advised ministries or agencies. Describe the problem, your role, and the outcome. Use numbers where possible, like 'supported 3 ministries to integrate demographic data into 5-year plans.'

    3. Master the ToR craft: Since you'll draft terms of reference, prepare a sample or talk through your process. Show you can define clear problems, outputs, and success measures. Mention any ToR you've written that led to successful consultant delivery.

    4. Understand FCDO's world: If you have FCDO experience, make it prominent. If not, research their current priorities on demographic transition and SRHR. Be ready to discuss how your work aligns with their goals.

    5. Prepare for stakeholder scenarios: Expect questions about managing senior government officials and donor reps. Practice a STAR story where you navigated a tricky stakeholder relationship and kept the project on track.

    6. Show you can manage consultants: Give an example of briefing, overseeing, and quality-assuring a consultant's work. Mention how you ensured their output was contextually appropriate and met standards.

    7. Connect DT to SRHR: Even if your background is demography, show you understand sexual and reproductive health policy. Read up on how demographic transition links to SRHR and be ready to discuss.

    8. Communicate complex ideas simply: Prepare a 2-minute explanation of a demographic concept (like the demographic dividend) for a non-specialist. This demonstrates the communication skill the role demands.
